Title
NEW LOCATION AND LEASE AGREEMENT FOR COMCARE'S CHILDREN'S SERVICES PROGRAM.
Presented by: Marilyn Cook, LSCSW, Executive Director, COMCARE.
RECOMMENDED ACTION: Approve the lease agreement and authorize the Chairman to sign.
Body
Background: In an effort to provide more convenient access and a better quality of service to consumers, COMCARE has located a new site for the Children's Services programs. The proposed new lease properties make up a setting whereby children will have access to much needed therapy services, psychiatry services and two therapeutic preschool programs, all within one centralized site.
The proposed location includes 15,550 square feet of space located within the ground floor of the former Rainbows building at 320 South Broadway and the adjacent one story "McMasters" building at 329 South Topeka. Additional amenities include exclusive use of a 6,000 square feet exterior fenced playground and basement storage space. This lease allows the County to consolidate three leases into one location. The new proposed Children's Services site is centrally located in downtown Wichita, with better access to other social services and also closer to public transportation lines.
The lease is structured as a full-service lease, so that utilities, custodial services, maintenance, property taxes and property insurance are all covered and included. Both buildings are being remodeled to suit. This enables the space to be configured more appropriately to meet County space planning guidelines along with specific program needs while also reducing the square footage needed. Monthly lease rate for these structures totals $16,845.83 or $13.00 per square foot, which is within appropriate price range for a remodeled full-service, leased office space in the Central Business District. The lease is structured with a long-term focus, with an initial 10-year term along with five additional one year options to renew.
The property owner will begin construction upon formal approval of this lease agreement. The structures are anticipated to be occupied in February or March of 2014. COMCARE is excited to be able to offer services from this new location and more effectively meet the needs of children in Sedgwick County.
Alternatives: The Board of County Commissioners could choose to not approve the lease for this new location, in which case COMCARE would need to secure another location to meet the needs of the Children's program.
