CONSIDERATION OF A GRANT IN THE AMOUNT OF $9,589 FOR THE KANSAS DEPARTMENT OF CORRECTIONS - JUVENILE SERVICES (KDOC-JS) TITLE V GRANT.
RECOMMENDED ACTION: Approve the application for the grant, and if awarded, authorize acceptance of the grant and the establishment of budget authority as provided in the Financial Considerations section of this request.
Body
Title V is a federally funded initiative used to assist local communities with their juvenile delinquency prevention efforts. The Title V grants program is based on a research-focused framework to reduce risk and enhance protective factors to prevent youth from entering the juvenile justice system. Title V applicants must be a local unit of government; however, non-profit organizations can be designated as sub-applicants. The Kansas Legal Services: Detention Advocacy Services (DAS) program is requesting Sedgwick County apply for a Title V grant on their behalf to continue funding for their Spanish speaking detention advocate. This advocate works with Hispanic youths and their families as one component of the Detention Advocacy Services (DAS) program in Wichita/Sedgwick County. The grant funding will continue the services that are currently funded with Title II grant funds, but will be the initial application for Title V funds. The completed application is due to the Kansas Department of Corrections - Juvenile Services on September 10, 2014.

Grant Summary and Timeline:
The DAS program targets youths between the ages of 10-18, but in some cases can serve youths as old as age 21. DAS is a case management and legal services program designed to address the over-representation of minority and low income youth in secure detention and reduce the instances of juvenile offenders spending unnecessary time in detention. Case management and legal services are offered when the reason for detention presents a reasonable likelihood that DAS program services can expedite release. The program is located in the Juvenile Intake and Assessment Center (JIAC) in Wichita. The program employs two full-time and one part-time program case managers/detention advocates and one attorney who provides legal advice and representation to youth.
The funding request is $9,589 for the grant period October 1, 2014 - September 30, 2015. There is a 50% match (cash or in-kind) requirement for this grant. Kansas Legal Services will provide in-kind services, so there will be no financial obligation from the County. There are no County staff to be added; this is strictly pass-through funding to Kansas Legal Services: Detention Advocacy Services. The Sedgwick County Juvenile Corrections Advisory Board (Team Justice) certified that the program is consistent with our local community comprehensive plan on September 5, 2014.
