AMENDMENT TO THE 2013 CAPITAL IMPROVEMENT PROGRAM:  ADD DESIGN OF A BRIDGE ON 93RD STREET NORTH BETWEEN MERIDIAN AND SENECA (CIP# B-469, County Bridge 596-25-3979).  DISTRICT 4.

RECOMMENDED ACTION: Approve the amendment to the 2013 Capital Improvement Program.
 
Body
In 2009, the Valley Center School District constructed a new high school on the northeast corner of the intersection of 93rd St. North and Meridian.  The district petitioned for certain traffic improvements needed to serve the site.  A project was created by the Board of County Commissioners with funding shared by the county and the district.  The project resulted in the addition of turn lanes into the school site on Meridian and a 750 foot extension of pavement east along 93rd from Meridian to serve a school entrance.
 
From the time of its inception until now, there have been school officials and members of the community who have felt strongly that the entire section of 93rd St. North should be paved and that a narrow bridge in the east half mile should be replaced.  The Valley Center School District has a significant student population in Park City.  Students from Park City attending the high school tend to use 93rd St. North rather than the paved route through Valley Center (along 85th St. North and Meridian).
 
The first priority in this section of township maintained road is to replace this narrow bridge.  The bridge is a county size structure that is already the responsibility of the county.  In order to accelerate the process, and allow replacement of the bridge in 2015, Public Works is requesting a CIP amendment to provide funding for bridge design in 2013.  The design can be funded by transferring unencumbered budget (excess) from 3 bridge design projects in 2013.
 
Public Works has proposed construction of the bridge in 2015 as part of the 2014-2018 Capital Improvement Program that is included with the proposed 2014 budget.  Approval of construction funding would occur later this summer with approval of the budget and CIP package and is estimated to cost $300,000.
 
The CIP Committee met and discussed this amendment on May 2, 2013.  They recommended the amendment as presented for consideration by the County Manager.  On May 16, 2013, the County Manager recommended placement of the amendment on the Regular Agenda for action by the Board of County Commissioners.
 
Alternatives:  Leave the current bridge in place.
 
Financial Considerations:  Excess funds from other 2013 bridge design projects are available to be transferred to the new project.  The sources that would be used to create the new design project with a $40,000 budget are listed below:
