CONSIDERATION OF A GRANT IN THE AMOUNT OF $159,476 FOR THE KANSAS JUVENILE JUSTICE AUTHORITY (JJA) SFY13 STATE BLOCK GRANT SUPPLEMENTAL APPLICATION.

RECOMMENDED ACTION: Approve the application for the grant, and if awarded authorize acceptance of the grant and the establishment of budget authority as provided in the financial considerations section of this request.

The original SFY13 State Block Grant Application for prevention and graduated sanctions programs was approved by the BOCC on March 14, 2012. The total award was $3,381,366 ($3,139,634 graduated sanctions + $241,732 prevention). This supplemental application allocates an additional $159,476 for tertiary prevention. Tertiary prevention is defined as "a program or service provided to youth and families after an incident of juvenile criminal behavior has occurred. the intervention is designed to prevent future incidents from occurring." The supplemental grant funds the following:
Juvenile Intervention Program (provided by the District Attorney's Office) - one juvenile coordinator position - $51,859
Detention Advocacy Service Program (provided by Kansas Legal Services) - case management component - $107,617

Grant Summary and Timeline: On June 6, 2012, the Kansas Juvenile Justice Authority (JJA) notified our district of an additional allocation to Sedgwick County of $159,476 for tertiary prevention programs. These funds are in addition to the amount our district previously budgeted in our SFY13 grant request. The total amount of prevention funding for SFY13 is $401,208. The supplemental application was developed based upon priorities established by the Sedgwick County Juvenile Corrections Advisory Board (Team Justice). The item is scheduled for Team Justice approval on July 13, 2012. JJA has individualized the submission process to meet local needs; therefore, the supplemental application will be submitted after Team Justice and BOCC approval.

D.A.'s Juvenile Intervention Program:
Process Outcome (revised): To serve 390 juvenile offenders in SFY13, as measured by program participation records maintained by the District Attorney's Office.
Detention Advocacy Service Program:
Process Outcome (new): To increase by 1% (from 241 to 243) in SFY13, the number of minority and low-income youth in secure detention that receive case management services (159 youth) and short-term intervention services (84 youth), as measured by program participation records maintained by Kansas Legal Services.
Alternatives: If we do not submit a funding application for approval, we will not be able to receive these JJA funds.
