APPROVAL OF A CONTRACT WITH PROFESSIONAL ENGINEERING CONSULTANTS FOR DESIGN OF PHASE 1 OF A DRAINAGE PROJECT TO SERVE THE AREA WEST OF MERIDIAN BETWEEN 71ST ST. SOUTH AND 87TH ST. SOUTH KNOWN AS CIP PROJECT D-21. (DISTRICT 2)

The area along Meridian southwest of Haysville is just west of the boundary of the Southern Sedgwick County Drainage Study that was completed in 1999. As development in the area west of Meridian began in earnest, it became apparent that there are drainage issues for existing homeowners as well as the undeveloped property near Haysville. In 2007 the Board of County Commissioners was asked to consider making drainage improvements in this area and created a CIP project to address the problem in the 2008-2012 CIP. At that time, design was planned for 2011 and construction was projected to occur some time after 2012.
In the summer of 2008, it was determined that a study of the drainage basin along the west side of Meridian from 71st St. South down to the Sumner County Line was needed to identify alternative solutions and better define the scope of the drainage project. A study phase contract was awarded to Professional Engineering Consultants. The study was completed in 2011 and recommends that improvements be designed and constructed in three phases.
This contract is for design of the first phase which covers an area along the west side of Meridian from about 71st St. South to 87th St. South. The recently approved 2013-2017 CIP shows construction of this project in 2015. The 2012 CIP will need to be amended to fund this contract.
Alternatives: Discontinue the project.
Financial Considerations: Cost of this design contract is $136,920. The 2012 CIP must be amended to fund this contract.
Legal Considerations: The BOCC is authorized to make all contracts in relation to property and concerns of the county under K.S.A. 19-101 fourth and to perform such duties as required by law concerning roads under K.S.A. 19-212 Ninth.
