Title
GREAT EXPECTATIONS INITIATIVE CONTRACT AMENDMENT.
Presented by: Chad VonAhnen, SCDDO Director.
RECOMMENDED ACTION: Approve contract amendment, and authorize the chairman to sign.
Body
The Sedgwick County Developmental Disability Organization was awarded a two-year contract with Kansas Rehabilitation Services in December 2010 to empower people with disabilities to achieve competitive, integrated employment and self-sufficiency. The SCDDO is encouraging a cultural shift that emphasizes the goal of employment among people with disabilities themselves, just as employment is an expectation for all working-aged individuals.
As one of the two Great Expectations Initiative contractors, the SCDDO participates in a statewide network of programs seeking to increase competitive, integrated employment outcomes for people with intellectual disabilities.
The Board of County Commissioners approved the original contract in the amount of $208,214 for 2011 and 2012 at its December 10, 2010 meeting. The Board has approved subcontracts with Bothner & Bradley, and Cerebral Palsy Research Foundation for 2011.
There are currently 77 individuals participating in the Great Expectations Initiative.
The contract revision conveys a modification to the budget for our project as a result of the Secretary of Social & Rehabilitation Services ordering a 3% reduction to most grants and contracts including the Great Expectations Initiative. The 3% reduction can be absorbed due to our 2011 subcontracts being awarded below budget projections. Funding is provided on a reimbursement basis from Kansas Rehabilitation Services. There is adequate time to plan for the amended budget for 2012.
Alternatives: The contract modification could be rejected and the Great Expectations Initiative Project would be ended in Sedgwick County.
Financial Considerations: The Contract Award will be reduced by 3% beginning July 1, 2011, and for the remainder of the contract through December 31, 2012. Year 1 will be amended to $106,322.79 and Year 2 will be amended to $98,446.27. Funds will be used largely to contract with community partners who will provide direct supports to consumers served jointly by Vocational Rehabilitation Services and affiliates of the SCDDO. There are no matching requirements. The SCDDO will be providing some in-kind support to coordinate the initiative activities.
Legal Considerations: The authority for this action is K.S.A. 39-1805. A simple majority is required.
Policy Considerations: None
