AGREEMENT(S) BETWEEN SEDGWICK COUNTY AND THE CITY OF BEL AIRE, THE CITY OF DERBY, AND THE CITY OF KECHI OUTLINING THE TERMS AND AGREEMENTS RELATING TO THE OWNERSHIP, MAINTENANCE, OPERATION, INSTALLATION AND OTHER INFORMATION RELATED TO THE OUTDOOR WARNING DEVICE SYSTEM LOCATED WITHIN THE BOUNDARIES OF SEDGWICK COUNTY, KANSAS.

These agreements are being presented for consideration by the Board of County Commissioners as the result of earlier policy directio to Emergency Management to upgrade and update the receivers to the outdoor warning devices, reach agreement with stakeholder communities in Sedgwick County on the ownership, maintenance, and other issues related to the outdoor warning devices, and bring those agreements before the Board of County Commissioners for consideration of adoption.
Alternatives: Do not approve the agreements, do not accept owsnership of the outdoor warning devices, and do not provide centralized warning capability for Sedgwick County.
Financial Considerations: These agreements will incur additional costs to Sedgwick County to pay for the electrical utilities and maintenance of the outdoor warning devices currently owned and operated by the cities that are parties to these agreements. It is estimated the first year of operation of this agreement will result in a relatively modest cost. The second year of the agreement is anticipated to cost $28,598.00 (including utilities and anticipated maintenance needs for a total of 52 outdoor additional outdoor warning devices). The cost center for this activity is 13001-110.
Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
Policy Considerations: The Board of County Commissioners authorized Sedgwick County Emergency Management to engage in a CIP program of upgrading and updating the receivers on the outdoor warning devices. Emergency Management conducted a series of stakeholder meetings on this topic with our partner communities. The communities clearly indicated they wanted Sedgwick County to assume ownership and maintenance of the outdoor warning devices. These agreements are formalizing the desire of the County and the City(ies) involved. These are the first three of several anticipated additional agreements of this type.
