CONSIDERATION OF A GRANT AWARD IN THE AMOUNT OF $1,000,000 FROM THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT (KDHE) TO PROVIDE OUTREACH, PREVENTION AND INTERVENTION SERVICES THROUGH THE HEALTHY BABIES PROGRAM AT THE HEALTH DEPARTMENT.

RECOMMENDED ACTION: Accept the award; and authorize the Chairman to sign the grant award agreement and establish budget authority as provided in the financial considerations section of this request.

Grant Summary and Timeline: Healthy Babies is a free, group and individual visit program led by Registered Nurses and Community Liaisons that provides prenatal and parenting education designed to: (1) Improve birth outcomes (prematurity, low birth weight and infant mortality); (2) Improve parenting skills; (3) Reduce child abuse and neglect; and (4) Assist with other family support issues among at-risk families. (See Attachment #1, Table #1 for education topics).
Services are available to all Sedgwick County residents regardless of income or insurance coverage, prenatally through the childs second birthday. In addition, the Healthy Babies provider ensures the client is connected to other community resources based on individual need.
Healthy Babies partnered with the Kansas Health Policy Authority (KHPA) for nearly a decade (2002-2011) to promote best practices in providing prevention/early intervention services to high-risk prenatal and delivered moms in Sedgwick County. On July 1, 2011, KHPA was transferred to the KDHE through an executive reorganization. In support of the Healthy Babies program, KDHE is increasing the initial 2010-2011 KHPA grant award agreement from $824,000 to $1,000,000, an increase of $176,000; to reflect the additional match monies available to meet the grant requirement.
The Healthy Babies portion of the grant is $854,000, with a required match in funding of $854,000 to be provided through existing Health Department budget. The remaining $146,000, of the total $1,000,000 award, will be awarded via a subcontract with the Kansas Children's Service League (KCSL). The matching funds for the KCSL portion will be provided by a donation/award from United Way of the Plains in the amount of $146,000.

Budget Authority Adjustment: Yes; for $1,000,000. This grant requires a 100% match (or $1,000,000). Funds to be managed through 38059-274/380595-13 (KDHE Healthy Families). This agreement will be effective for the period of July 1, 2012 through June 30, 2013.
Note: Agenda Item #12-0477 is being presented to the BoCC for approval in conjunction with this item on June 27, 2012. The total amount of the KCSL agreement is $292,000; ($146,000 private foundation funding and $146,000 federal funds through this award).
Personnel considerations:
This agreement pays for a portion or all of 16 positions that provide service and/or support for the Healthy Babies, Dental and Maternal and Infant MCH Care Coordination programs.
Expected measurable outcomes:
• By 12/31/2014, decrease the Low Birth Weight (LBW) rate of program participants to 5.0%. (CY2009 = 15.78%)
• By 12/31/2013, decrease the Very Low Birth Weight (VLBW) rate of program participants to 1.0%. (CY2009 = 3.5%)
• By 12/31/2013, decrease the Prematurity rate of program participants to 4.0%. (CY2009 = 8.77%)
Analysis:
Amending the KDHE agreement for additional funding will allow the Healthy Babies program to expand the focus of services provided to include preconception, prenatal and interconceptional healthy weight, nutrition and fitness education. It will also provide funding for a one part-time nurse to assist with chart abstractions and data management for the Fetal Infant Mortality Review (FIMR) project. Outcome data of the Healthy Babies program for years 2005 and 2010 continues to demonstrate an increase in the number of moms and babies served, while also improving birth outcomes; a trend we expect will continue. (See Attachment #1, Table #2).
Alternatives:
The alternatives to accepting this contract funding are to not accept the funding and reduce personnel and services or try to seek funding elsewhere.
Policy considerations:
Legal considerations: The authority to enter into Amendment Two to the Contract and grant award with KDHE is provided for by K.S.A. 19-101. Approval is by simple majority vote.
