Background:  

Project Access is a partnership program that facilitates accessibility to medical care, including needed prescription medications and medical equipment, for uninsured, low-income residents of Sedgwick County (those who fall below 200% of the federal poverty guideline).  Project Access was created in 1999 and operates within the Central Plains Regional Health Care Foundation, a community-wide network of public and private organizations that identifies individuals who may qualify for assistance. Additionally, many local physicians and hospitals have volunteered their time and facilities and several pharmacies have offered prescriptions at a reduced cost to assist in serving these individuals.

 

Funding for the project comes from a variety of sources, including both the City of Wichita and Sedgwick County.  The funding level from Sedgwick County for 2010 was $182,000; the funding level for 2011 is $250,000; an increase of $68,000 above the previous year.  This funding increase has been provided to offset the cost of personnel for the program, as it works to meet the rising demand during the economic downturn.

 

Analysis: 

The $250,000 allocation in 2011 will be used to fund portions of numerous salaried positions, as well as pay for prescriptions and durable medical equipment. The contribution from Sedgwick County will supplement efforts of the CPRHCF to ensure the medically underserved residents of Sedgwick County will have access to medications and supplies that lessen the burden from chronic diseases.

Financial Considerations:  

This agreement is for the period of January 1, 2011 through December 31, 2011.  Funds are managed through fund center #37002-110.
