Grant Summary and Timeline:
The Health Department has managed the WIC Program in Sedgwick County (SC WIC) for the past 40 years.  WIC is a federal program administered by the Food and Nutrition Service of the United States Department of Agriculture that provides healthcare and nutrition focused services to:
    a)      Women who are pregnant, post partum, or currently breastfeeding; and
    b)      Infants/children under the age of five.

WIC services include: nutrition education, immunization screenings, breastfeeding support and promotion, referrals to community and medical services and supplemental foods.

Services provided by the WIC BFPC Program include:
      a)      Education and exploring infant feeding plans with the pregnant women enrolled in the WIC program;
      b)      Teaching a free monthly breastfeeding class - which is open to the public for women wanting more information on breastfeeding; and
      c)      Assisting WIC clients, who have recently given birth, with simple breastfeeding issues that arise after discharge from the medical centers and referring women back to their physician for
               more complex issues.
The combination of the mother-to-mother support, along with other breastfeeding support activities, has positively influenced the number of women choosing to breastfeed their babies.  National WIC and Kansas WIC have long-range visions to establish and provide peer counseling assistance as a core service in all WIC agencies.

To qualify for SC WIC services, an applicant must meet the following criteria:
     1)      Income must be at or below 185% of the U.S. Poverty Income Guidelines (currently $44,123/year for a family of four); and
   2)      Found to have at least one medical or nutritional risk factor; risk factors include, but are not limited to: overweight, dental problems, anemia, low birth weight, and/or prematurity; and
   3)      Live or work within Sedgwick County.

Budget Authority Adjustment:
Sufficient budget authority exists within the 2014 and 2015 Health Department budgets; no adjustments are necessary.  The FFY 2015 award is for the period beginning October 1, 2014 through September 30, 2015.
Personnel considerations:
No new additional staff will be requested with this grant funding.
Analysis:
By contract, SC WIC is expected to stay within the preferred range of 98% - 103% (12,798 - 13,451) of this assigned caseload number and report when the participant caseload deviates from this range.

Expected measurable outcomes:
In FFY 2015, the SC WIC program will:
    1)      Increase the percentage of women enrolled in WIC that initiate breastfeeding, from 77% to 82%
     2)      Provide at least 18,200 nutrition education encounters to enrolled WIC clients, in order to assure clients receive the appropriate amount of life-stage nutrition knowledge and are empowered to form healthy eating habits and choose healthy foods.
    3)      Maintain a caseload of at least 98% of the State-assigned caseload, by doing outreach to appropriate client categories (e.g., baby fairs, school health fairs etc.)
    4)      Increase the number of Sedgwick County WIC participants who breastfeed for at least a 3-month duration, from 34% to 36%.
Alternatives:
The BoCC may elect to not accept the funding, which would require KDHE to find an alternate hosting agency to provide services for residents of Sedgwick County.
Policy considerations:  N/A
Legal considerations: The Special Supplemental Nutrition Program for Women, Infants and Children (WIC Program) is authorized under Section 17 of the Child Nutrition Act of 1966, as amended.
