AGREEMENT WITH THE CITY OF WICHITA FOR SEDGWICK COUNTY TO PROVIDE, THROUGH THE DEPARTMENT ON AGING'S TRANSPORTATION PROGRAM, SPECIALIZED TRANSIT SERVICES TO THE GENERAL PUBLIC RESIDING IN GODDARD, HAYSVILLE, MULVANE, DERBY, BEL AIRE, PARK CITY, KECHI, MAIZE AND VALLEY CENTER.

RECOMMENDED ACTION: Approve the agreement and authorize the Chairman to sign.

Background: Department on Aging has been providing transportation services to the aforementioned cities since 1995. As a result of the 2000 census process, the Federal Transit Administration (FTA) recognized these cities, formerly designated as rural, as being part of the Wichita urbanized area in 2004. Service to these areas has been a responsibility of the City of Wichita since then and they receive funding for urban public transportation through the FTA. Since 2004 the City of Wichita has entered into agreements with Sedgwick County to continue to provide service to these areas, with funding being passed from FTA through Wichita Transit to Aging's Transportation program. Transit services are provided by Aging's program both directly and through contracted vendors. FTA requires that service be offered to the general public.
Alternatives: The County Commission could elect to not approve the Agreement.
Financial Considerations: Total program budget is $221,374.90 to be managed in Fund Center 34056-254 - Federal New Urban Transportation; 80% federal share is $177,100, and 20% local match is $44,274.90. Local match funding was approved in mill levy budget Fund Center 35001-110 - Physical Disabilities.
Legal Considerations: Authority to enter into the interlocal agreement is established in K.S.A. 12-2908. Federal authority for the funding is set forth in the Urbanized Area Formula Program, 49 U.S.C. 5307, Public Law 111-5 and the Catalog of Federal Domestic Assistance, 20.507. Please see the Agreement for other listed requirements. Approval is by simple majority vote.
Policy Considerations: This action will benefit Sedgwick County citizens who require specialized transportation services to access community services and remain mobile.
