Grant Summary and Timeline:
The  Health  Department  has  received  Public  Health Emergency  Preparedness   (PHEP)  funding  from  KDHE  for  the  last  twelve years.  In  previous years,  funding  has  been  used  to  develop,  implement  and  test  comprehensive  emergency response  plans,  primarily   focused on  bio-terrorism.   This  funding has  been  the  primary means  for  the  Public Health Incident Planning & Response (PHIPR)  program  to work with community health, medical and first responder partners to create response plans and to utilize those plans when the Health Department responds, as they did for the Greensburg tornado, Barton Solvents chemical explosion and the H1N1 response.  This year's grant will focus on the development of regional healthcare coalitions, ensuring local health and medical response partners review and update the ESF 8 section of the Local Emergency Operations Plan and continue to train staff and partners about their roles during a disaster.

Personnel considerations:  None at this time.
Analysis:  
The performance period for this grant award will be July 1, 2013 through June 30, 2014.  Funding will be used to cover personnel and operational expenses necessary to continue efforts to develop, refine and exercise the public health emergency preparedness plans for Sedgwick County.  Future plans include an increased emphasis be placed on the regionalization of plans, exercises and utilization of the incident command system; along with an increased effort to meet Public Health Preparedness Capabilities.
 
The priorities for this program year are as follows:
1.      Continue building relationships with local and regional Emergency Support Function (ESF) 8 - Health and Medical Preparedness partners through participation in the Regional Preparedness Healthcare Coalitions.
2.      Continue to focus on ensuring health department staff are trained and ready to respond to disasters, specifically those with key public health threats.   
 
Expected measurable outcomes:
1.      Continued development, refinement and establishment of local and regional health and medical preparedness plans to meet the Public Health Preparedness Capabilities.
 
2.       Over the grant period, complete 100% of all work plan tasks.
Alternatives:
To  not  accept  this  funding,  which  would  limit  Sedgwick  County  Health  Departments  ability to prepare and thus respond to public health disasters.

Legal considerations:  This KDHE-administered grant is statutorily authorized by K.S.A. 65-241 et seq. The grant attachment has been reviewed and approved by legal.  Approval is by simple majority vote.
