Agreement with Episcopal Social Services for Kansas Juvenile Justice Authority (JJA) Title V Grant to Continue the Aggression Replacement Training Program (Family Component).

Title V is a federally funded initiative used to assist local communities with their juvenile delinquency prevention efforts. The Title V grants program is based on a research based framework that focuses on reducing risk and enhancing protective factors to prevention youth from entering the juvenile justice system. Title V applicants must be a local unit of government; however, non-profit organizations can be designated as sub-applicants. In June 2011, Sedgwick County applied for a Title V grant on behalf of Episcopal Social Services Venture House. JJA approved Sedgwick County's application for the Family Aggression Replacement Training (ART) Program in the amount of $18,240 for the grant period of October 1, 2011 to September 30, 2012. The purpose of this grant is to expand Episcopal Social Services' ART program to add a family component allowing the program to serve additional youth and their families. The goals of the program are to reduce the number of youth who re-offend in the community and to enhance pro-social skills in program participants. We currently have a Title V grant for this program which expires September 30, 2011. The Board of County Commission approved the Title V Grant Application on May 25, 2011 (Legistar #11-0364).

Financial Considerations: There is a 50% match (cash or in-kind) requirement for this grant. Episcopal Social Services will provide match dollars in the amount of $9,120 with in-kind services, so there will be no financial obligation from the County. There are no County staff to be added; this is strictly pass-through funding to Episcopal Social Services. In the sustainability plan in their grant application, Episcopal Social Services stated that the program will be sustained through continued application to federal, state and local grants. In addition, the agency will seek out local foundations and private funders supportive of juvenile delinquency prevention programs. For the current FFY, a total of $24,321 was allocated in 330685-11.
Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority is required.
