Title

CONSIDERATION OF A GRANT IN THE AMOUNT OF $98,500 FOR THE KANSAS DEPARTMENT OF CORRECTIONS - JUVENILE SERVICES (KDOC-JS) TITLE II GRANT.

RECOMMENDED ACTION: Approve the application for the grant, and if awarded, authorize acceptance of the grant and the establishment of budget authority as provided in the Financial Considerations section of this request.

Body

Title II is a federally funded initiative used to assist local communities with their juvenile delinquency prevention efforts.  The Kansas Advisory Group (KAG) is seeking requests for Title II Formula Grants funded by allocations from the Office of Juvenile Justice and Delinquency Prevention (OJJDP).  The KAG desires to fund evidence-based approaches to system reform which address alternatives to detention and that are data-driven and outcome-based.  As a condition precedent to funding, the KAG will only fund activities which address the issue of safely reducing detention populations. The completed application is due to the Kansas Department of Corrections - Juvenile Services by January 16, 2015.

Grant Renewal: No

Never Applied: Yes

Applied; not awarded: No

Grant Summary and Timeline:

If approved, the Sedgwick County Department of Corrections (SCDOC) would contract with St. Francis Community Services to recruit, train and support five alternative-to-detention foster care beds for youth classified as dually adjudicated, Child in Need of Care (CINC) pending disposition on a juvenile case, and youth that need wrap around services as identified by a validated risk/needs assessment tool. The target population will include both male and female youth between the ages of 10 - 17. The funding request is $98,500 for the grant period April 1, 2015 to September 30, 2015.  There are no match requirements for this grant, so there will be no financial obligation from the County.  There are no County staff to be added; this is strictly pass-thru funding to St. Francis Community Services.  The County is eligible to reapply for these funds, and detention-alternative beds will be eliminated if funding is not approved next year. The Sedgwick County Juvenile Corrections Advisory Board (Team Justice) certified that the program is consistent with the local community comprehensive plan on January 9, 2015.

-Number and percent of program youth completing program requirements

-Number and percent of program youth exhibiting desired change in targeted behaviors (short-term and long-term)
