APPROVAL OF EIGHT CONTRACTS FOR LEVEL I CLIENT ASSESSMENT REFERRAL AND EVALUATION (CARE) ASSESSORS.

Background: Central Plains Area Agency on Aging has had a contractual agreement with the Kansas Department on Aging since 1995 for the purpose managing the State and Federal CARE program. CARE includes: individual assessment, providing information on community-based services and referral to services, data collection and appropriate placement in long-term care facilities for persons seeking nursing home placement in Harvey, Sedgwick and Butler Counties. Information about alternatives to nursing home placement and referrals made by our assessors successfully helped divert 24.3 percent of those assessed last year, from nursing home placement to services provided in the home.
These eight contracts are with professional individuals including Social Workers and Nurses - all with years of experience providing assessments, information and referral for older adults. They provide functional assessments for people over the age of 18 seeking nursing home placement, including those individuals diagnosed with a mental illness, a developmental disability or intellectual disability. All assessors are required to have six hours of CARE training. The contract amount for Level I assessments is $35.00 per assessment plus mileage. The contract period is for six months with a month-to-month continuance, pending a new contract.
Alternatives: The Commission could decide to contract with other individuals or agencies.
Financial Considerations: The contract amount for Level I assessments is $35.00 per assessment. Mileage is covered at the current IRS mileage rate of .555 per mile. All eight assessor contracts are identical. The total anticipated cost of the eight CARE assessors for the contract period including mileage is $62,625. Contractors are paid directly and the Department on Aging is then reimbursed by the state. Expenditures and Revenues are accounted for in the CARE fund center, 34004-254.

Legal Considerations: Authority to enter into the Assessment contracts is established by K.S.A. 19-101 and contractors must meet the legal requirements set forth in the attached contracts. Approval is by simple majority vote.
