Grant Summary and Timeline:  Since 1983, the Kansas Department of Corrections (KDOC) has provided grant funding for Community Corrections adult offender programs in Sedgwick County.  Before grant awards are announced, KDOC requires the submission of the Community Corrections Comprehensive Plan for SFY14 (July 1, 2013 - June 30, 2014).  The signed application is due to KDOC no later than May 1, 2013.  The Corrections Advisory Board approved the application on April 11, 2013.

                       Grant:  $3,997,281 ($175,736 in 33014-253, $1,199,452 in 33015-253 and $2,622,093 in 33020-253).  It is important to note that this is a planning allocation only.

          Source of other funding:  $405,000 in 33027-110, $165,000 in 33023-110 and $400,000 in client revenue.  With the passage of HB2170 (Justice Reinvestment Act), additional resources will likely be available.  The Department of Corrections will also apply for local and federal Justice Assistance Grants (JAG), as done in the past.  Once the final award is received from KDOC, adjustments will be made to the proposed budget.

Personnel considerations:  Attached

 

Expected measurable outcomes:  (1)  To improve supervision success rate in SFY14 by at least 3% from the previous year; (2) To increase utilization of evidence-based practices on intensive supervision level I/II clients who score moderate to very high risk in the domains of Attitudes/Orientation, Companions and Education/Employment; (3) To integrate the LSI-R Short Version into our system at the pre-sentence stage of the process on all presumptive prison cases to assist the judiciary in making evidence-based sentencing decisions and to improve public safety.

 

Alternatives:  If we do not submit a plan for approval, we will not continue to receive these KDOC funds.  We are obligated under state law K.S.A. 75-5291 to provide community corrections supervision to offenders assigned by the District Court.
