Grant Summary and Timeline: KDHE provides Aid to Local grant funding opportunities to support specific or targeted health service needs on an annual basis. The Aid to Local grant application opportunity covers many, but not all, of the grants awarded from KDHE to the Health Department. Grants from KDHE and other sources account for approximately 60.7% of the total Health Department budget. This grant represents 15.8% of the Health Department budget and 26% of all grants received. We are requesting a 2.4% increase over the 2011-12 award. Without this funding, many programs would be drastically reduced.

 

The Health Department is requesting Aid to local funding in the amount of $1,927,782; combined with the required match of $415,476 for a total of $2,343,258 for the SFY2013. (See Attachment 1 - Chart 1 provides an overview of funding by category requested for SFY2013, as well as a list of the funding awards received for the SFY2012.)

 

Three grant categories require match funding: a) Chronic Disease Risk Reduction (#2) has a 25% match requirement; b) Family Planning (#5) and c) Maternal and Child Health (#17) both have a 40% match requirement. Additionally, the State Formula (#1) block grant includes a maintenance of effort stipulation that specifies a reduction in the same proportion as the reduction in County property tax  support from the previous year (FY 2012 to FY 2013).

Without these grants, local funding would have to be increased or the Health Department would be forced to reduce the level of services currently offered in many vital programs.

Legal considerations: The Aid to Local Grant administered by KDHE is statutorily authorized by K.S.A. 65-241, et. seq. Approval is by simple majority vote.
