CONSIDERATION OF A GRANT IN THE AMOUNT OF $15,000 FOR THE KANSAS JUVENILE JUSTICE AUTHORITY (JJA) TITLE II JDAI MINI-GRANTS APPLICATION.

Grant Summary and Timeline: As one of the five counties in Kansas implementing the Annie E. Casey's Juvenile Detention Alternatives Initiative (JDAI), Sedgwick County will utilize Title II funds to advance the initiative in Sedgwick County to promote improvements in the juvenile justice system. Funds will be allocated for a technology solutions vendor for programming and report design to acquire the data necessary for further system analysis. Additionally, funds are allocated for personnel (overtime pay) for data collection, to conduct quality assurance checks and to assist with quarterly reporting. JDAI sites focus on issues of detention utilization, developing strategies to reduce reliance on secure detention, and making systematic changes to juvenile detention practices. JDAI also offers ways of examining and addressing issues of disproportionate minority confinement. JDAI places a major emphasis on data-driven system assessment and planning. The grant period starts June 1, 2012 and all funds must be expended by September 30, 2012. No grant match is required. The Sedgwick County Juvenile Corrections Advisory Board (Team Justice) will consider this funding application for approval on April 6, 2012.

Budget Authority Adjustment: Funds received from this grant will be managed through a new funds center number assigned when the grant is awarded.

 

Personnel considerations: This grant will fund overtime for existing personnel (to be determined).

 

Expected measurable outcomes:

Goal: To tailor data reporting with the JDAI requirements to advance alternatives to detention in Sedgwick County.

Objective A: To develop quarterly reports, as measured by records maintained by the Sedgwick County Department of Corrections.

Objective B: To ensure accuracy in data reporting, as measured by quality assurance checks conducted by the Sedgwick County Department of Corrections.

 

Additionally, grantees must report on core performance measures (output and outcome) for the program area (alternatives to detention) as required by the Office of Juvenile Justice and Delinquency Prevention.

 

Alternatives: This is a non-competitive mini grant opportunity provided to each of the five JDAI counties in Kansas. If we do not submit a funding application for approval, the funds will become available on a competitive basis to the remaining JDAI sites.

 

Policy considerations: All Sedgwick County policies have been followed in the development of this grant application.

 

Legal considerations: The authority for this action is K.S.A. 75-7042. A simple majority is required.
