Grant Summary and Timeline: KDHE provides Aid to Local Grant Funding opportunities to support specific or targeted health service needs on an annual basis. The Aid to Local Grant application opportunity covers many, but not all, of the grants awarded from KDHE to the Health Department. Grants from KDHE and other sources account for approximately 63% of the total Health Department budget. This grant represents 16% of the Health Department budget and 25% of all grants received. We are requesting an 11% increase over the 2012-13 award. Without this funding, many programs would be drastically reduced.

 

The Health Department is requesting Aid to Local funding in the amount of $1,927,373; combined with the required match of $412,688 for a total of $2,340,061 for the SFY 2014. (See Attachment 1 - Chart 1 provides an overview of funding by category requested for SFY 2014, as well as a list of the funding awards received for the SFY 2013.)

 

Three grant categories require match funding:

a) Chronic Disease Risk Reduction (#2) has a 25% match requirement;

b) Family Planning (#5) and

c) Maternal and Child Health (#17) both have a 40% match requirement.

 

Additionally, the State Formula (#1) block grant includes a maintenance of effort stipulation that specifies the amount of state formula will be reduced proportionately, if the local funding for the Health Department is decreased from FY 2013 to FY 2014.

Budget Authority Adjustment:

Grant and matching property tax funding totals $2,340,061.00.  No additional funding from the General Fund is required or requested for the 2013 County fiscal year. 

 

Funds will be managed through the following cost centers: 38001-274 and 38003-274 for State Formula (#1); 38005-110 and 38023-274 for Chronic Disease Risk Reduction (#2); 38010-274 for Family Planning (#5); 38009-274, 38017-274 and 38122-274 for Maternal and Child Health (#17); 38114-274 for Personal Responsibility Education Program (#24); 38007-274 for Immunization Action Plan (#34); 38060-274 for WIC IAP (#35); 38011-274 Sexually Transmitted Disease (#16) and 38015-274 for Opt Out HIV Testing (#20).

 

Personnel considerations:  No additional staff will be requested with this grant application.  Funding from the Aid to Local grant is used to support 28 health department employees.

 

Expected measurable outcomes:  Please see Attachment 2 for all outcomes.

 

Alternatives:

Without these grants, local funding would have to be increased or the Health Department would be forced to reduce the level of services currently offered in many vital programs.

 

Policy considerations:  N/A.

 

Legal considerations:  The Aid to Local Grant administered by KDHE is statutorily authorized by K.S.A. 65-241, et. seq. Approval is by simple majority vote.
