Changes to COMCARE's current staffing table.

Recommended Action: Approve the changes to the staffing table as requested.
Background: In order to meet changing service demands, COMCARE is proposing a change to the current staffing table. Eleven full-time positions have been identified to eliminate in order convert into twenty nine part-time positions.
Below are the full-time positions to be abolished and converted to part-time positions:

4) Position #20003604: Case Manager II (Funding Source 310266-15)
5) Position #20002870: Case Manager II (Funding Source 310266-15)
6) Position #20005271: Case Manager II (Funding Source 310246-15)
7) Position #20002920: Case Manager II (Funding Source 310246-15)
8) Position #20002922: Case Manager II (Funding Source 310246-15)
9) Position #20002925: Case Manager II (Funding Source 310246-15)
10) Position #20003086: Substance Abuse Counselor (Funding Source 310149-15)
11) Position #20003188: Substance Abuse Counselor (Funding Source 310246-15)
We would like to add the following part-time positions:
3 part-time (PT) Qualified Mental Health Practitioners (QMHPs) or Licensed Addiction Counselors (LACs) at Addiction Treatment Services (ATS)
3 PT QMHPs for Clinical Supervision
4 PT QMHPs for weekend and evening coverage at Crisis Intervention Services
4 PT Peer Support Specialists at the Crisis Stabilization Unit (CSU)
6 PT CM for the 23-hour Crisis Beds and CSU Coverage
1 PT Attendant Care Worker for Health Homes
4 PT Attendant Care Workers for Community Support Services (CSS)
4 PT QMHP's for Children's Services (CS)
Over time, the staffing needs at COMCARE have changed. The addition of part-time positions will increase flexibility to meet varying customer demands and reduce cost.
Alternatives: Without an updated staffing table COMCARE will not have the flexibility to meet the varied customer demands.
Financial Considerations:
Eliminate 11 Range 121 positions = $516,246.00 in savings
Cost of 29 part-time positions = $510,131.00 total expense
Cost savings within grant funds: $6,115.00
Budget Authority Adjustment: Sufficient budget authority is included in the 2015 Adopted budget, no additional budget authority is being requested.
Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
Policy Considerations: All Sedgwick County policies have been followed in the development of this proposed staffing change.
