CONSIDERATION OF A GRANT IN THE AMOUNT OF $23,000.00 TO SUPPORT A ONE STOP SHOP.

Grant Summary and Timeline: The One Stop Shop (OSS) project came about through discussions of the Criminal Justice Coordinating Council (CJCC) in Sedgwick County, Kansas. Recoginzing the clear and pressing need to address the mental health issues of many consumers, the CJCC recommended the development of a One Stop Shop, where clients could access all the services they need to start and/or maintain their recovery. Services at the OSS will address both mental health and physical health symptoms as needed, and will serve as a centralized access point for law enforcement officers, the general public, and consumers to seek assessment, triage, and referral services for behavioral health crises.
These grant dollars will be used to evaluate more specifically what the community needs are in regards to the One Stop Shop, so that the agency includes the right services, professionals, and tools to best serve consumers. Knowing more details about the estimated costs and savings related to the project will enable supporters to develop an OSS that is the most effective and efficient possible for clients and the community.
Funds will be used for planning activities related to the One Stop Shop, including:
- Contracting with the Wichita State University School of Community Affairs to collect and analyze cost avoidance data;
- Developing Phase 1 of the physical location, including floor layout and estimated construction costs to design a space to accomodate all partners in the project;
- Contracting with the Kansas Small Business Administration to develop a business plan.
All planning activities will be complete by March 31, 2013.

Personnel considerations: There are no personnel considerations associated with this grant application or award.
Expected measurable outcomes: The Amerigroup Foundation is requesting grants that align with their mission to serve the financially disadvantaged, seniors, and people with disabilities. Through this grant, our community will be one step closer to creating a One Stop Shop for consumers who need help with their mental illness. Having a centralized location to bring individuals experiencing a mental health crisis will be an asset to a wide variety of stakeholders, including law enforcement, hospitals, social service agencies, and most importantly, consumers and their familes.
Alternatives: This grant will fund an evaluation that will give developers the most accurate and complete information possible as they make decisions about community needs for the OSS. The project will be able to put the most effective and sustainable foot forward by having a thorough evaluation and solid business plan developed. Without these important initial steps, stakeholders may not have access to information that could significantly impact the development of the One Stop Shop.
Policy considerations: All Sedgwick County policies have been followed in the development of this grant application.
Legal considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
