Grant Summary and Timeline:

The Kansas Advisory Group (KAG) is seeking requests for Juvenile Accountability Block Grants Program (JABG) funded by allocations from the Office of Juvenile Justice and Delinquency Prevention (OJJDP). The KAG desires to address system reform that is within one of the 17 purpose areas found in JABG. The Detention Hinge Project program purpose area falls under building, expanding, renovating, or operating temporary or permanent juvenile correctional, detention, or community facilities. These grants intend to implement or sustain funding for initiatives focused on juvenile systems reform proposed in the requests. Total funding on a one-time basis is $32,021.00 to be distributed among chosen grant application(s).  The Juvenile Accountability Block Grant Program requires a cash match equal to 10% of the total project cost.   The funding for FY16/17 will be from August 1, 2016 through February 28, 2017. The JABG grant would fund the Detention Hinge Project to replace door hinges at the Juvenile Detention Facility that are obsolete and that have been used to attempt suicide.  The total grant amount being requested is $31,249.80, with a grant match of $3,472.20.

Expected measurable outcomes:

Goal 1: The Sedgwick County Juvenile Detention Facility will provide safe housing for youth assigned to the facility.

Objective:  Obsolete hinges will be removed from youth sleeping rooms and replaced with continuous "piano" hinges.

Outcomes: Resident rooms will be suicide-resistant with reduced anchor points.

Outcome Measure:  Number of continuous hinges installed as reported by Sedgwick County staff.

Alternatives: If we do not submit the signed application to the Kansas Department of Corrections - Juvenile Services the door hinges will need to be replaced by another funding source.

Policy considerations: According to County policy, the county manager can approve new grants that do not include new or additional FTEs and grants less than $100,000.

Legal considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
