Nine (9) Vendor Contracts to Provide In-Home Services for Older Americans Act (OAA), Title III B for FY2018.

Recommended Action: Approve the Fiscal Year 2018 Older Americans Act Title III B vendor contracts and authorize the Chairman to sign.
Background: Older Americans Act Title III B (OAA III B) in-home services are provided by area home health agencies. OAA III B in-home services are provided to residents age 60 and older that are in need of attendant care and homemaker services to allow them to remain in the community and in the home environment of their choice. These vendor contracts are a part of the Central Plains Area Agency on Aging's (CPAAA) FY 2018 Area Plan.
The Commission approved the Central Plains Area Agency on Aging's Area Plan for FY2018 on July 19, 2017; this program is outlined in that plan. This contract enables CPAAA to serve seniors in need of assistance to remain in the community and out of nursing facilities. The list of in-home service providers is as follows:

Loving Hearts Home Care
Mercy Homecare
Newton Healthcare Corp., dba: Newton Home Health
Right At Home
St. Raphael Nursing Services, Inc.
Alternatives: The Board of County Commissioners could decide not to approve the contracts and pursue another option for provision of federally funded in-home services.
Financial Considerations: The vendor contract will reimburse providers for completed Homemaker services ($14.00 per hour) and Attendant Care services ($15.00 per hour).
Contractors agree to accept compensation at the following rates established by CPAAA for the Older Americans Act Title III B in-home services for FY2018. The rates are:
Homemaker Services: $14.00/hour
Attendant Care Services: $15.00/hour

2018: $174,645 Adopted Budget Federal Funding October 1, 2017 to September 30, 2018
Budget Authority Adjustment: No additional budget authority is being requested. Sufficient budget authority is included in the 2018 budget. This program is included in the FY 2018 CPAAA Area Plan that was approved by the Commission on July 19, 2018.
Legal Considerations: The Older Americans Act of 1965 established the Administration on Aging and called for the creation of state units on aging (including Kansas Department for Aging and Disability Services ) and authorized area agencies on aging (CPAAA). The current federal law may be found at 42 U.S.C. 3001 et. seq. (Public Law 109-365). Approval is by simple majority vote.
