Grant Summary and Timeline:

The Department of Housing and Urban Development (HUD) has issued a Notice of Funding Availability (NOFA) for the 2011 Continuum of Care Homeless Assistance Program. This NOFA makes funds available for Homeless Assistance Grants which includes transitional housing, supportive services, and permanent supportive housing. The community application will be submitted to HUD by the United Way of the Plains by October 28, 2011.

 

COMCAREs renewal grant is part of this 2011 NOFA application. COMCARE has two projects that are included in the application, the Transitional Housing Project and the Transitional Housing Project Enhancement.

 

COMCARE has operated the Transitional Housing Project through these HUD funds since 2003. The grant provides sixteen apartments, a therapist, 1.4 FTE case managers, one clerical staff, 0.5 FTE addictions counselor, and budgeting/payee services through Episcopal Social Services. Participants can stay in the program and receive treatment and housing for up to two years. The goal is successful transition to permanent housing.

 

The Enhancement grant, an expansion of the Transitional Housing Project, was initiated in 2006 with the addition of four apartments specifically targeting people who are chronically homeless. It provides funding for 0.6 FTE of a case management position. The 2011 Enhancement grant renewal application allows the continuation of this portion of the housing and services.

 

Analysis: COMCARE will receive $279,523.00 for apartment leases and the 3.9 FTE staff listed above as part of the Transitional Housing Project. COMCARE will commit matching funds of $50,830.00, as required by HUD, from program revenues and other grant sources. COMCARE also will receive $41,946.00 for apartment leases and staff listed above as part of the Enhancement. Matching funds of $4,493.00 will be committed.

Budget Authority Adjustment: Authorize the necessary budget adjustment authority for each grant, totaling $330,353.00 and $46,439.00 respectively.

 

Personnel considerations: Between these two grants, there are 3.9 positions tied to this funding source, including one therapist, two case managers, 0.5 addictions counselor, and one clerical staff. All are currently filled.

 

Expected measurable outcomes: Individuals housed in the Transitional Housing Project all have a dual diagnosis. Through this program, they are not only given access to safe, recovery oriented housing, but they also have services wrapped around them for treatment of their substance abuse and mental health needs. At the end of their time at THP, clients should exit stable in their recovery and ready to transition into permanent, independent housing.

 

Alternatives: None identified. There is no other funding source for the lease subsidy; other housing subsidies are at capacity, and tenants have very limited/no income. The THP program would be discontinued in its current dual diagnosis and housing on-site treatment design.

 

Policy considerations: All Sedgwick County policies have been followed in the development of this renewal application.

 

Legal considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.  Compliance with federal laws, specifically the Fair Housing Act, is a requirement for this grant.
