Grant Summary and Timeline:

The Children’s Dental Clinic provides restorative and preventative services to youth between the ages of five to 16 in Sedgwick County that are not eligible for dental insurance, a State medical card, or KanCare.  Parents of these youth must be at or below 185.0 percent of the federal poverty guidelines.  The Dental Clinic partners with local volunteer dentists and Wichita State University (WSU) dental hygiene students to provide services to the public.  Approximately $133,442 (estimated value) in donated services were provided to clients seen during the first quarter of 2019.

The Dental Clinic also conducts oral health school screenings for students in Sedgwick County.  In the last year, Dental Clinic staff screened over 18,000 children in the county. One public health concern for oral health in this population is the lack of coordination for quality and affordable services for children with emergent oral health needs.

While Federally Qualified Healthcare Centers currently provide dental care to many Sedgwick County children, and often provide basic cleanings in school settings, there are still often financial barriers and oral health needs that are not being met.  These families often fall within the eligibility criteria for the Children’s Dental Clinic.

Despite the Children’s Dental Clinic being a full service clinic, there can be many barriers for parents to get children to the clinic for these services.  This grant opportunity would allow the Children’s Dental Clinic to purchase mobile dentistry equipment to provide restorative and preventative services outside of the clinic.  With equipment purchased by this grant, staff can continue to provide a free service to eligible clients by removing barriers that may prevent services by meeting clients in schools, community settings, the Juvenile Detention Facility (JDF), and other locations.

Budget Authority Adjustment:  Establish budget authority in assigned cost center. If the full budget authority is not utilized in calendar year 2019 authorize the establishment of the remaining budget authority balance to be established in the 2020 budget.

Personnel considerations:  This application does not include funding for personnel or change the personnel engaged in the project.

Analysis:  If the grant is awarded and accepted, the Children’s Dental Clinic will be able to provide preventative and restorative dental services on-site at both Sedgwick County schools and JDF which eliminates barriers that currently exist that reduce access to oral healthcare.

Expected measurable outcomes:

By the end of May 2020, Children’s Dental Clinic will target zip codes at higher risk for oral decay and disease and reduce barriers to oral health by bringing mobile dental equipment to schools in these zip codes and coordinating with JDF to provide dental services and education to the resident population at the facility.

Requirements from Sedgwick County:  Kansas Oral Health Connections is not requesting any reporting requirements as a function of this grant.

Alternatives:  To not apply for this funding would eliminate an opportunity to improve oral health services to Sedgwick County youth as the Children’s Dental Clinic does not currently have the capacity to provide comprehensive mobile dental services.

Policy considerations:  N/A.

Legal considerations:  The County can apply for this grant pursuant to the County's home rule powers under K.S.A. 19-101 et seq.  Pursuant to Section V.A.1.a. of the Sedgwick County Grant Applications and Awards Policy, the County Manager may approve this grant application.
