Renewal Agreements with Behavioral Link, DCCCA, Inc., and Urban League of Kansas.

Recommended Action: Approve the agreements and authorize the Chairman to sign.

 

Background: Behavioral Link, DCCCA, Inc., and Urban League of Kansas provide a variety of services for youth with a serious emotional disturbance (SED) who are referred to them by COMCARE. The partners provide important services that include psychosocial rehabilitation, attendant care, short-term respite care, and professional resource family care for youth with a SED. Services are only provided with authorization from COMCARE through the youth's treatment plan and must target one of the treatment goals identified in the plan.

 

Each of these contracts is a renewal agreement, and outlines the program goals and expectations of services as required by Medicaid regulations to qualify as reimbursable services. Language was updated to incorporate the provider manual and new regulations from the three Managed Care Organizations (MCO's) coordinating care in the state of Kansas for Medicaid patients starting in 2013. Payment to all of these contractors is funded through Medicaid revenue and is only made after a review of service transactions and documentation ensures compliance with all regulations. None of the contract compensation caps were altered this year.

 

Alternatives: The services these contractors provide help reduce the risk that youth with SED will need psychiatric hospitalization or placement into a more restrictive level of care due to their mental illness or behavior. Without these agreements, youth with SED may have delayed and/or decreased access to the services needed to keep them living successfully in the community.

Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
