Title
FUNDING AGREEMENT WITH DOC'S FRIENDS.
Presented by Will Deer, Assistant County Counselor.
RECOMMENDED ACTION: Approve payment to Doc's Friends.
Body
Sedgwick County has received a funding request from “Doc’s Friends, Inc.”, a 501c(3) non-profit organization that owns and has restored the only fully restored and second flying B-29 (Doc) in the world. After completing the restoration, the organization has moved to its second phase; constructing a hangar to house and display Doc when it isn’t traveling. The attached funding agreement outlines a 2017 payment of $200,000. The construction project is $6,500,000. The County seeks to provide funding for Doc’s Friends to ensure the airplane is kept in the Wichita area for future generations to enjoy. Doc’s Friends and the City of Wichita are currently negotiating a lease at Eisenhower International Airport where proper facilities will be built to house Doc and provide for additional space for educational purposes. The understanding is this lease will be for a minimum of twenty-five years. As a part of the agreement, the parties agree that Doc is to remain in Wichita on a long-term basis; the County will seek reimbursement of the funds referenced above if the Doc is transferred outside of Sedgwick County during the initial term of the lease with the City of Wichita.
Alternatives: Do not approve payment or approve a payment less than $200,000.
Financial Considerations: Upon approval, a transfer of budget authority from the BOCC Contingency to the Culture & Recreation Community Programs budget will be executed to fund the payment.
