Title
Addition to the fleet inventory for Division of Corrections.
Body
Recommended Action: Approve adding two vehicles to the Division of Corrections fleet inventory.
The Division of Corrections requests approval for the addition of two new minivans to the fleet inventory. The minivans will be used by Juvenile Field Services, specifically the Judge Riddel Boys and Girls Alternative Program (JRBG). The JRBG program provides cognitive behavioral programming to Sedgwick County youth in custody of the Kansas Department of Corrections (KDOC). After a year of program implementation, we found transportation to be a barrier to program success. To ensure attendance and program compliance, JRBG staff will begin providing transportation to program youth. The mileage for each van is estimated at 25,000 per year.
Alternatives: Do not approve, which will impact the success of the program and ultimately recidivism.
Financial Considerations: Client revenue in 33060-253 / 330606-18 will be used to purchase the two minivans. The maximum amount allowed by KDOC is $23,500 per van. Once the vehicles are purchased, the monthly fleet costs will be charged to the County General Fund, JRBG (33030-110). The Fleet Director estimates the annual fleet charges to be $9,047 per minivan. No additional budget authority is being requested; sufficient budget authority exists in the 2018 budget.
Legal Considerations: The Board of County Commissioners is authorized by K.S.A. 19-101 to purchase personal property. A simple majority vote is required.
Policy Considerations: Fleet Management's Fiscal Policy of the County Fleet requires Board of County Commission approval to add a vehicle.
