Title

Waiver of policy to hire an Enterprise Resource Planning (ERP) programmer above the pay range minimum.

Body

Recommended Action: Approve the recommendations to hire above policy.

The Division of Information and Operations Enterprise Resource Planning (DIO-ERP), has pursued the filling of Enterprise Resource Planning (ERP) vacancies with individuals with strong SAP programming skills, instead of hiring business experts and training them as has been done in the past.  To bring in experienced SAP professionals who can be immediately effective will often require hiring above the minimum pay grade.  The individual in this position is primarily responsible for providing code changes, fixes and enhancements to SAP systems based on functional specifications and processes encountered by end users of the systems.  SAP uses a proprietary programming language called "ABAP" (Advanced Business Application Programming) and individuals with strong ABAP programming skills and experience are harder to find and are typically compensated higher than those skilled and experienced in more common programming languages.

Alternatives: Do not offer a salary above minimum and continue the search for a qualified ERP ABAP Developer.

Financial Considerations:  The position is classified as a grade 136.  The minimum salary for the grade is $63,814.  The requested starting salary to fill this vacancy is $80,000.  The position number is 20004026 and is assigned to Enterprise Resource Planning within DIO (92015-110).  No additional budget authority is being requested.

Legal Considerations:  None.

Policy Considerations:  None.
