Title
PURCHASE OF A CRITICAL CARE VEHICLE FOR EMSS.
Presented by: Dr. John Gallagher, Director, EMSS.
RECOMMENDED ACTION: Approve adding a vehicle to the fleet inventory for EMSS critical care transport.
Body
This request is for approval to add a vehicle to EMSS department. This vehicle will be included as part of the Fleet Department's inventory. In late October the EMSS Medical Director and Public Safety Division Director met with Commissioners and discussed improvements to the EMSS system. One of those proposals was the creation of a Critical Care Transport system. To meet national standards for the transport of critically injured and ill patients EMSS required the purchase of the following items:
Transport Vent
Infusion pumps (3)
Video Laryngoscope
Misc medical equipment
Vehicle
This vehicle will provide routine and emergency transportation for the critical care paramedic and equipment mentioned above. This will also facilitate the medic's routine duties as well as make them available to rendezvous with ambulance units to meet the critical care demands of patients whose needs exceed the capabilities of a standard ambulance.
EMSS has sourced and will purchase a used surplus vehicle from the SCFD #1. The vehicle is already equipped with emergency equipment eliminating most of the initial set up costs.
Alternatives: Do nothing and keep same level of current care or equip all 19 primary ambulances with $50,000 equipment each for a total of for approximately $950,000.
Financial Considerations: EMSS will purchase the used vehicle at a cost of $30,000 from Fire District 1. The Fire District will receive the $30,000 as miscellaneous revenue. In 2016, EMSS will assume the responsibility for fleet charges for the vehicle, which are anticipated to be $4,902.96.
Legal Considerations: The board of county commissioners is authorized by K.S.A. 19-101 to purchase personal property. A simple majority vote is required.
Policy Considerations:...
