Title
Third Amendment to Lease Agreement between Via Christi Villages, Inc. and Sedgwick County for parking stalls located at the west edge of Via Christi West River Plaza campus and north of 2716 W. Central for the Sedgwick County Health Department.
Body
Recommended Action: Approve the amendment and authorize the Chairman to sign.
Sedgwick County Health Department began leasing 50 parking stalls at this location in May 2008.  The leased stalls are used for staff parking, in order to maximize available patient parking. The number of parking stalls have been reduced to 22 through subsequent lease amendments.  The department recently requested to amend the agreement  to only lease these additional parking stalls during the programs peak demand months of July, August and November.

The amended parking lease carries a term of two years, commencing January 1, 2015, and an additional optional term of two years, potentially extending the agreement through December 31, 2018.  The County retains the standard option to terminate the lease with a 90 day notice. The cost per stall remains at $15 per stall. The total annual cost for this agreement is reduced from $3,960 to $990, which is a 75% reduction in the annual parking lease rate for this location.

Alternatives:  The BOCC could choose to not approve this Third Amendment to Lease Agreement, in which case the Sedgwick County Health Department would continue to lease parking spaces following the terms of the current lease agreement.

Financial Considerations:  Total annual lease rate is $990. Sufficient expenditure authority exists in 38026-110/42000 for this lease rate.

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority is required.
Policy Considerations:  All Sedgwick County policies and procedures have been followed in the renewal process of this parking lease.
