Title
Amendment to the 2015 Capital Improvement Program to increase funding for a bridge replacement on 93rd St. North between Meridian and Seneca (B-469). District 4.
Body
Recommended Action: Approve the CIP amendment.
The scope of this project has changed since its initial inclusion in the 2015 CIP. 93rd Street serves the Valley Center High School and the developing area located between Meridian and Broadway. The project was initially planned for a two lane width with shoulders. During design of the project, discussions with Valley Center have focused on their near term paving plans on 93rd and their recent application for a federally funded project (WAMPO) to upgrade 93rd between Seneca and Broadway. Given the projected 50 year life span of the bridge, the County Engineer has concluded that it would be prudent to proceed with construction of a structure that will support 4 lanes of traffic and a bicycle/pedestrian crossing.
The current construction cost estimate is $704,500. All rights of way have been acquired and there are no utilities to be relocated at County cost. Currently, the CIP includes $300,000 in bonds for construction and $4,500 in bonds to cover the cost of bonding for a total of $304,500.
Public Works recommends using $400,000 in uncommitted federal funds exchange program funding (state dollars) to increase the total budget to $704,500.
Alternatives:
Financial Considerations: The additional project cost ($400,000) can be funded by using state funds from the federal funds exchange program; additional budget authority will be established within the project's fund center.
Legal Considerations:
Policy Considerations: The CIP Policy requires that infrastructure projects be included in the approved capital improvement program.
