Title
Budget Allotment and Transfer Policy.
Body
Recommended Action: Adopt the resolution to update the policy.
The County first adopted a policy to provide for the day-to-day handling of the adopted budget in March 1991. That policy was amended in 1999 and 2001, but has not been updated since then to reflect changes to the County's financial management system and subsequent practices. The proposed policy is intended to wholly replace the prior versions. It clearly articulates the commitment of the BOCC to provide for effective administration of the Sedgwick County budget after its adoption to fulfill the County's mission of assuring quality public services that provide for the present and future well-being of county citizens. Further, it establishes definitions for significant budget terms, provides for the process by which allocated funds are made available to departments for expenditure purposes, and sets forth the parameters for budget transfers and the associated reporting requirements. It incorporates the language of the current financial management, SAP, and formalizes the process by which department managers are able to request adjustments to their budgets after adoption.
Alternatives: The policy could be rejected or modified to better reflect Commissioner intentions.
Financial Considerations: There are no direct financial implications of this action.
Legal Considerations: The authority for this action is K.S.A. 79-2925, et seq., K.S.A. 19-101, et seq., and Sedgwick County Resolution 74-1991. A simple majority vote is required.
Policy Considerations: This will amend the County's "Budget Allotment and Transfer" policy as set forth in enabling resolution 74-1991 and amended on 1/13/1999 and 11/28/2001.
