Title
Amendment to the 2014 Capital Improvement Program to add funding for design of a Pedestrian/Bicycle Bridge Widening to Project R-330, the Aviation Pathway between Derby and Wichita. District 5.
Body
Recommended Action: Approve the CIP amendment.
The Aviation Pathway is a pedestrian and bicycle path that will connect the northern end of the City of Derby's pathway system at Oliver (Buckner) and Commerce to the City of Wichita's pathway system at MacArthur and Englewood. The project will utilize federal funding in the form of Transportation Enhancement or Transportation Alternatives funding that KDOT allocates to WAMPO. Project timing and final funding arrangements have been fluid over the last couple of years as the County has worked with WAMPO and the WAMPO partner communities to schedule a variety of federally funded projects and meet federal obligation schedules.
The Sedgwick County CIP currently has programmed the project for construction in 2015. During our final plan review by KDOT, they determined that an existing 5 foot wide pedestrian bridge on Oliver will need to be widened to 14 feet in order for the project to qualify for federal funding. Staff has not been able to get KDOT to agree to a design exception for this bridge and the County must now modify the plans to include the widening.
In-house engineers are preparing the plans for the project. In order to accomplish the plan changes in a timely manner, Public Works will contract with a consulting engineer to perform the geotechnical studies and bridge design work required by KDOT. The cost of this work is $26,146. The cost of design is not eligible for federal funds but the additional cost to widen the bridge is eligible for 80% funding.
Alternatives: Notify the Kansas Department of Transportation that Sedgwick County does not wish to participate in the grant program.
Financial Considerations: The design work can be funded in 2014 by transferring $26,146 in unencumbered funds from...
