Title
Amendment to the 2014 Capital Improvement Program to add a Bridge Replacement on 103rd St. South between 295th St. W. and 311th St. W. (B-487).

Body
Recommended Action: Approve the CIP amendment.

On June 30th, KDOT announced the Kansas Local Bridge Improvement Program (KLBIP).  The program is targeted to accelerate replacement of certain bridges that are owned and maintained by counties in Kansas.  A project is eligible for a maximum of $120,000 in state funds and counties are required to provide at least a 10% match.  Counties that are willing and able to close another bridge on their system were eligible for an additional $40,000.  The state allocated $10,000,000 for the program and applications were due by September 15th.

Public Works submitted an application for an eligible bridge and on October 14th the Secretary of Transportation announced that 77 applications, including the Sedgwick County project, would be awarded funding.  The project must be let within 24 months.  A CIP amendment is required in order to begin the process of selecting a design consultant.

Alternatives:  Notify the Kansas Department of Transportation (KDOT) that Sedgwick County does not wish to participate in the grant program.

Financial Considerations:  The project can be funded in 2014 by transferring $370,000 in unencumbered funds from R-329 (Cost Center 21618-231).  After the project is completed, KDOT will reimburse the county $120,000.  The net project cost will be $250,000.

Legal Considerations:

Policy Considerations:  The CIP Policy requires that infrastructure projects be included in the approved capital improvement program.
