Title
Hire a Toxicology Lab Manager above the pay range minimum.

Body
Recommended Action: Approve the recommendation to hire a Toxicology Lab Manager above the pay range minimum with an annual salary of $61,500.

Background: The starting wage for the Toxicology Lab Manager position is $52,499 per year. The Forensic Science Center is requesting to extend an offer of $61,500 per year to a candidate who has eight years of experience and two post-doctoral fellowships, one specifically in forensic toxicology.

Analysis: The candidate brings direct experience to the position, including experience as a forensic scientist in forensic Biology/DNA and Toxicology. The candidate has a bachelors and doctorate degree in Biochemistry and concurrent with her fellowship in Toxicology has an academic appointment as an Adjunct Assistant Professor in the Department of Pathology & Laboratory Medicine at the University of Texas Medical School. The recommended salary is commensurate with the candidate's level of experience, knowledge and specific skill set requirements.

Alternatives: Continue the search for qualified candidates.

Financial Considerations: Wage and benefits for the minimum of the range annualize to $78,968. The requested salary falls below the midpoint of the pay range and increases the annualized wage and benefits to $89,636. The difference between the requested salary/benefits and the salary/benefits at the range minimum is $10,668. The position was funded near the minimum level in the 2015 budget; however, salary savings tend to occur throughout the budget year that provide sufficient savings to fund such increases.

Policy Considerations: Policy 4.2001 states: The hiring wage rate is normally at the minimum of the position's salary range. A hiring wage rate up to ten (10) percent of the minimum may be paid with the County Manager's approval. Hiring wage rates more than ten (10) percent of the range minimum will require approval from the Sedgwick County Bo...
