Title
Amendment to Agreement with Episcopal Social Services for Transitional Housing Program Payee Services.

Body
Recommended Action: Approve the amendment and authorize the Chairman to sign.

Background: Episcopal Social Services (ESS)  is a subcontractor that provides payee and budget classes through a HUD grant received by COMCARE.  Changes are being made to the HUD grant but the need for payee services and budget classes continues, so COMCARE has decided to extend the current contract through December 31, 2014 utilizing state funds.  The extension will maintain these important services for clients until the new, revised HUD grant can pick up the funding.

Episcopal Social Services (ESS) has provided payee services, including budgeting and money management instruction, for the individuals served through the Transitional Housing Program for several years and has agreed to continue partnering with COMCARE in this service delivery. There were no substantial changes to this year's contract.
Alternatives: Payee and banking services are an integral component to the success of the Transitional Housing Program. This contract allows COMCARE to collaborate with ESS to provide these services and without it, COMCARE would be forced to identify an alternative way to deliver this important piece of the program.
Financial Considerations: The contractor will be paid $24.00 an hour for banking, payee, and consultation services provided to participants and staff of the Transitional Housing Program.
Maximum amount: $21,072.00
Internal order: 310496-15 Center City Administration

Budget Authority Adjustment:  Sufficient budget authority is included in the 2014 budget; no additional budget authority is being requested.

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
Policy Considerations: All Sedgwick County policies have been followed in the development of this renewal agreement.
