State Fiscal Year 2015 Annual Contract with Kansas Department on Aging and Disability Services to provide Developmental Disability Services.

Recommended Action: Approve the contract and authorize the Chairman to sign.
This agenda items seeks approval of the State Fiscal Year (SFY) 2015 contract between KDADS and Community Developmental Disability Organizations. If approved, this contract will be retroactively effective from July 1, 2014 through June 30, 2015, unless the term is changed with approval of both parties.
This agreement is negotiated annually between the State and CDDOs. The funding changes have been anticipated and no significant changes to the delivery of services are expected unless there are future reductions in state funding. The SCDDO and affiliated agencies have worked closely together to maintain services for eligible individuals.
Alternatives: The contract could be rejected in its current form with instruction to the department to pursue other options for local system management. In this case the State could withhold payment to the CDDO impacting the ability to pay service providers or support CDDO operations.
Financial Considerations: The funding in this contract will support administrative expenses budgeted in 32010-251, 32012-251, and 32013-251. Funds will also be allocated for contractual payments to providers as indicated:
32010-251 - Quality Assurance $314,545.00
32012-251 - Service Access and Outreach $468,128.00
32013-251 - Admin/Finance CDDO Administration $740,868
32009-251 - State Aid $ 1,121,807.00
TOTAL: $ 2,645,348.71
No additional budget authority is requested.
Legal Considerations: The authority for this action is K.S.A. 39-1805, as well as K.S.A. 19-101 et seq. A simple majority is required.
