Title
Authorize the Purchasing Director to cancel the Inmate Banking and Deposit Services Agreement with Tech Friends, Inc. (including all amendments thereto) as provided in section 1 of the agreement.

Body
Recommended Action: Authorize Joe Thomas, Purchasing Director, to cancel the Inmate Banking and Deposit Services Agreement with Tech Friends, Inc. (including all amendments thereto) as provided in section 1 of the agreement.

Financial Considerations: Long-term impact of canceling this contract and consolidating these services with commissary services provided by Swanson is anticipated to be budget neutral.

Legal Considerations: K.S.A. 19-101 allows counties to make contracts and do all other acts in relation to county property. The agreement with Tech Friends began on January 1, 2011 for a term of one year with options to renew for additional one year terms. Section 1 of the agreement provided for termination upon providing written notice via certified mail within 120 days' of the end of the current term. The current term ends on December 31, 2014. If the purchasing director elects to terminate the agreement, he must give written no...
