Title
Amendment to the 2014 Capital Improvement Program:  Authorize Construction of Project B-468, the bridge on 143rd St. East between 63rd St. South & 71st St. South.  District 5.
Body
Recommended Action: Approve the amendment to the 2014 Capital Improvement Program.
This project will receive 80% of its funding from federal funds.  The project was scheduled for local funding in the 2015 CIP.  There is a three month mismatch between the federal funding year and the local funding year.  KDOT scheduled the bid letting for the project in October, which is the first month of the federal fiscal year and 3 months prior to the beginning of the County fiscal year.

Under the proposed project agreement with KDOT, the County is required to deposit its projected share of the project cost within 50 days of the bid letting.  Funds will be due to KDOT in early December of 2014.  The purpose of this amendment is to move the county share of the project funding from 2015 to 2014.
The amendment can be funded by transferring unencumbered budget authority from a project that has been completed. The project can be funded in 2014 by transferring $138,000 in unencumbered funds from B-449 (21577-231).
The CIP Committee reviewed and approved the request.  The County Manager approved the request.  Additional project details can be found in the CIP Amendment Form.
Alternatives:  Leave the project in 2015.
Financial Considerations:
      Federal Funds Exchange  $   552,000
Sales Tax                             $   138,000 (KDOT has rounded up the local share from $137,436)
     Total                                    $   690,000
Legal Considerations:  The Board of County Commissioners is authorized to amend the Capital Improvement Program under K.S.A. 19-120.
