Title
Agreement with Askesis Development Group, Inc. for PsychConsult MCO Software License and Maintenance.
Body
Recommended Action: Approve the agreement and authorize the Chairman to sign.
Background: The Sedgwick County Developmental Disability Organization (SCDDO) utilizes PyschConsult as their electronic medical record. This agreement will add a component to this existing software to enhance SCDDO's ability to manage their affiliate contracts. The MCO (managed care organization) software module offers network management, provider contracting and quality assurance activities which are important to the SCDDO since services are provided via a system of contracted providers (i.e. affiliates). SCDDO currently contracts with 50 providers for several different services provided to as many as 2,500 individuals with intellectual and/or developmental disabilities.
Alternatives: Without the software, SCDDO staff will continue to track and manage contracts manually and through a combination of several different databases. Staff anticipate the new software will replace at least three separate databases and save approximately 30 hours of work per week. The manual tracking and use of multiple databases is less reliable due to the impact staff turnover and human error can have on this system. Additionally, the SCDDO would not be able to achieve the efficiencies a more automated system would provide.
Financial Considerations:
Cost: $52,500 one-time and $13,100 ongoing annual fee
Funding Source: 320136-15 CDDO - Admin - Finance (state contract funds)
Term: One year effective upon signature with automatic one year renewals unless terminated
Budget Authority Adjustment: Sufficient budget authority is included in the 2014 budget. No additional budget authority is being requested.
Legal Considerations: The authority for this action K.S.A. 19-101 and a simple majority vote is required.
Policy Considerations: None
