Title
ADOPTION OF THE SOUTH-CENTRAL KANSAS (HOMELAND SECURITY REGION G) MULTI-HAZARD, MULTI-JURISDICTIONAL MITIGATION PLAN.
Presented by: Randall C. Duncan, Emergency Management Director.
RECOMMENDED ACTION: Pass the resolution to adopt the plan.
Body
Sedgwick County is one of 19 counties that comprise the South Central Kansas Homeland Security Region (Region G). The Kansas Division of Emergency Management hired a consultant to help the 19 South-central Kansas counties update the Hazard Mitigation Plan. This plan is required by the Hazard Mitigation Act of 2000 and is necessary for mitigation funding to be made available to jurisdictions within South-central Kansas in the aftermath of a Presidential Declaration of Major Disaster. Mitigation funds are used for projects designed to prevent the occurrence of a disaster, or, if that is not possible, to lessen its impact. Examples of projects that can become eligible for funding under this plan include safe rooms in school districts and other local governmental jurisdictions, flood buy-out projects, water detention basins, upgrading culverts and improving drainage.
Alternatives: Do not adopt the plan. Not adopting the plan will leave Sedgwick County ineligible to participate in mitigation funding opportunities after a Presidential Declaration of Major Disaster.
Financial Considerations: If a Presidential Declaration of Major Disaster is in effect and the Kansas Division of Emergency Management accepts a Sedgwick County project for funding, Sedgwick County will be responsible for funding 25 percent of the project.
Legal Considerations: The authority for this action is K.S.A. 48-929.  A simple majority vote is required.
