Title
Amendment to the 2014 Capital Improvement Program:  Authorize Construction of Project B-455, the bridge over the Arkansas River on 279th St. West, in 2014.  District 3.

Body
Recommended Action: Approve the amendment to the 2014 Capital Improvement Program.

This project was scheduled for construction in 2015.  There are construction scheduling issues presented by agricultural harvest seasons and restrictions on work in the river during the period between April 1st and August 31st of each year.  Public Works has determined that the optimum time to begin construction of the project is in October.  This amendment will move the project from 2015 to 2014 and provide funding in 2014 from savings on projects that have already been completed.  This will allow construction to begin in October 2014.

The CIP Committee reviewed and approved the request.  The County Manager approved the request.  Additional project details can be found in the CIP Amendment Form.

Alternatives:  Leave the project in 2015 and begin in October of 2015 rather than October of 2014.

Financial Considerations:  The project is partially funded with Federal Exchange Funds that are available in 2014 or 2015.  The balance will be moved from cost savings in two CIP projects that have already been completed.  Sources are:
      Federal Funds Exchange      $2,830,612
      R-175 (2013)                    1,225,636
      B-449                             669,096
      Total                        $4,500,000

Legal Considerations:  The Board of County Commissioners is authorized to amend the Capital Improvement Program under K.S.A. 19-120.
