Title
APPROVE CAR ALLOWANCES OF $4,800 PER YEAR FOR THE COUNTY CLERK, COUNTY TREASURER, AND REGISTER OF DEEDS.
Presented by: Bill Meek, Sedgwick County Register of Deeds.

RECOMMENDED ACTION: Management has no recommendation. Mr. Meek recommends approving the recommendation to add $4,800 yearly vehicle allowances to the established pay of the County Treasurer, County Clerk and Register of Deeds beginning in 2014 and applying retroactively for the entire calendar year.

Body
Alternatives: These elected officials could utilize the county's mileage reimbursement policy.
Financial Considerations:  The yearly car allowance is $4,800 and would come from the personnel budgets of each office. Related to reclassification of positions in Fall 2013, the 1st Quarter Financial Report projects that the Register of Deeds office will have a deficit of $24,174 in their personnel budget for 2014 and the County Clerk's office will have a deficit of $52,855 in personnel for 2014, while the County Treasurer's office is currently estimated to have $7,489 remaining in their personnel budget at the end of 2014. Budget authority transfers to the Register of Deeds' and Clerk's offices would be necessary to fund the allowances.
Car allowance is taxable compensation.  Approval would increase the annual income of the Register of Deeds, County Clerk, and County Treasurer by 6%.

Legal Considerations: Salaries of the Register of Deeds, County Clerk and County Treasurer are set by the Board of County Commissioners
Policy Considerations: BOCC could recommend these elected officials justify the need for a car allowance.
