Title
Addendum to an agreement between COMCARE and the Kansas Department of Corrections.

Body
Recommended Action: Approve the addendum and authorize the Chairman to sign.

Background: The Kansas Department of Corrections (KDOC) has provided a grant to COMCARE for a Corrections Liaison Specialist for the last several years in an effort to help the many offenders who need mental health care upon release. KDOC provides funding to support the salary, benefits and travel costs associated with the Corrections Liaison Specialist.

The proposed addendum updates the contract to reflect changes in requirements from the FBI and KCJIS and Prison Rape Elimination Act (PREA) related to criminal history information. The position funded by this contract will be required to review and comply with policies and procedures related to KDOC information systems, including the Offender Management Information System and Total Offender Activity Documentation. Moving forward, new staff hired in this position will also be required to disclose during background checks any past incidents of sexual misconduct and also undergo training and orientation for PREA.

Alternatives: Should this addendum to the contract not be approved, COMCARE and by extension KDOC will not be in compliance with the new requirements from the FBI, KCJIS and PREA. This would affect the current contract between COMCARE and the KDOC.

Financial Considerations: There are no financial considerations associated with this item.

Legal Considerations: The authority for this action is K.S.A. 19-101, and a simple majority vote is required.

Policy Considerations: All Sedgwick County policies were followed in the review of this contract addendum.
