Title
A resolution authorizing Division of Health and Human Services' Department Directors and the Division of Public Safety Director to enter into certain agreements for education of students.
Body
Recommended Action: Approve the resolution.
Background:
Departments in the Division of Health &Human Services, including the Department on Aging, Community Developmental Disability Organization (CDDO), COMCARE and Health Department, and the Emergency Medical Services Department in the Division of Public Safety are routinely presented with opportunities to provide valuable observational, training or educational opportunities to college students in various health-related disciplines through student internship, practicum, and student placement. In an average year there may be 30-50 such agreements with institutions of higher learning that are of a generally consistent and predictable content. The above named departments routinely have these agreements reviewed by County legal staff and place each contract on the Board of County Commissioners Agenda for what has historically been routine approval. This approach requires a sometimes lengthy process and use of County resources, and Commissioner time; and delays in the execution of such agreements may result in a delay of educational requirements for students who may someday serve this community in these various disciplines.
The proposed resolution would delegate signing authority for student placement agreements to division and department directors, streamlining the process and eliminating a number of steps required for each agreement.
