Title
CAPITAL IMPROVEMENT PROGRAM POLICY.
Presented by: Chris Chronis, Chief Financial Officer.
RECOMMENDED ACTION: Adopt the resolution.
Body
The county first adopted a policy to guide the capital improvement program in 1989. That policy was amended in 1991, but has not been revised since then to reflect changes of the county organization structure, planning practices and funding sources. The proposed policy is intended to wholly replace the prior versions. It clearly articulates the commitment of the BOCC to providing facilities and infrastructure needed to fulfill the county's mission of assuring quality public services that provide for the present and future well-being of county citizens. Further, it establishes standard definitions for use in capital improvment planning, standard procedures to guide the development, approval, and amendment of capital improvement projects and budgets, and expectations for periodic status reporting and for close-out of completed projects.
Alternatives: The policy could be rejected, or modified to better reflect Commissioner intentions.
Financial Considerations: There are no direct financial implications of this action.
Legal Considerations: The policy and resolution have been reviewed by County Counselor.
