Title
RESOLUTION FOR THE ALLOCATION AND INTERFUND TRANSFER OF UNEXPENDED 2013 BUDGET AUTHORITY TO THE EQUIPMENT RESERVE FUND.
Presented by: Lindsay Poe Rousseau, Budget Director.

RECOMMENDED ACTION: Adopt the resolution.

Body
State budget law (K.S.A. 19-119) allows for the interfund transfer of monies to the Equipment Reserve Fund via resolution. The Equipment Reserve Fund may be used for the acquisition of equipment, machinery, vehicles, computer hardware, software, software design and implementation, or personal property.

Based on 2013 year-end budget authority balances and organizational needs, the projects requested for transfer to the Equipment Reserve Fund include:
Fund Transferred From      Project      Amount
General Fund      Elections equipment replacement-2017            $2,500,000
General Fund      Public Safety computer replacement            $128,688
General Fund      Telestaff public safety scheduling component      $100,000
General Fund      Forensic Science Center chromotograph            $50,000
Emerg. Medical Services Fund      Monitor/defibrillator replacement                  $500,500
Fleet Management Fund      Ambulance remounts                        $215,366
                                                                 Total                        $3,494,554
Alternatives:  Do not approve the interfund transfers, which will prevent departments from pursuing the various projects outlined in the resolution.

Financial Considerations:  The requested action will transfer $2,778,688 from the General Fund, $500,500 from the Emergency Medical Services Fund, and $215,366 from the Fleet Management Fund to the Equipment Reserve Fund. As appropriate, independent fund centers will be established for each project.
