Title
Resolution authorizing the allocation and interfund transfer of 2013 budget authority to the Capital Improvement Fund.
Body
Recommended Action: Adopt the resolution authorizing the transfer of 2013 budget authority from the Solid Waste Fund to the Capital Improvement Fund.
Background: State budget law (K.S.A. 19-120) authorizes the County, having formally approved a multi-year capital improvement plan, to establish a capital improvements fund. Upon establishment of the capital improvements fund, the Board of County Commissioners may authorize interfund transfers of monies from other county funds lawfully available for improvement purpose, including the general fund. Authorized uses of the County's capital improvements fund include the repair, restoration and rehabilitation of existing public facilities.
Approval of this resolution would authorize the transfer of $152,360 from the Solid Waste Fund to the Capital Improvement Fund. If approved, the funding will be allocated to the Household Hazardous Waste facility improvements project, which is an amendment to the 2013 Capital Improvement Program. Sufficient budget authority exists in the Household Hazardous Waste and Environmental Resources operating budget to fund the requested action due to fluctuations in contractor fees for the disposal of hazardous waste and the redemption of fewer construction and demolition landfill vouchers than anticipated.
Alternatives: The Board of County Commissioners may elect to reject the resolution, which would prevent progress on the Household Hazardous Waste facility improvements project.
Financial Considerations: If approved, the resolution would authorize the transfer of $152,360 from the Solid Waste Fund to the Capital Improvement Fund. The funding would be allocated to a project-specific fund center.
Legal Considerations: The authority for this action is K.S.A. 19-120. A simple majority vote is required.
