Title
Amendment to the Capital Improvement Program (CIP) for the Sedgwick County Offender Assessment Program (SCOAP) Crisis Stabilization Unit Expansion
Body
Recommended Action: Approve the amendment to the 2013 Capital Improvement Program
This project will replace current flooring with vinyl wood plank flooring and paint on the north end interior of the building.  The cost for this project is $30,259.  A representative with KDADS (KS Dept of Aging and Disability Services) who licenses residential care facilities throughout the state recommended that SCOAP have a more home-like environment for better treatment of mental health patients.  COMCARE states that other facilties that treat mental health clients in Kansas are in homes or homelike envrionments which help the client to feel more comfortable in telling personal information as well as feeling less anxious.  The vinyl wood plank flooring being proposed would assist with on-going bed bug issues and would last longer with less on-going maintenance than carpet, laminate, or tile flooring.  SCOAP space is leased and is approximately 6,620 square feet.

A portion of the funding for this amendment is available in the current CIP SCOAP project of $17,425 and the remainder of the funds for this project of $12,834 would be transferred from COMCARE General Fund budget.

Alternatives:  The BoCC may elect to not approve the requested amendment to the 2013 Capital Improvement Program.

Financial Considerations:  Sufficient budget authority exists in the current SCOAP CIP project budget and the 2013 COMCARE General Fund budget to fund the requested amendment to the 2013 Capital Improvement Program.

Legal Considerations:  The authority for this action is K.S.A. 19-120.  A simple majority vote is required.
